Detailed Plan
Decentralized Governance (dGov) is one of the main challenges to the adoption and evolution of DAOs.
A forum conducting research, debates and focused collaboration regrading dGov could serve as a powerful platform to attract DAOs to Cardano, and serve as a beacon for the entire space.
Such an initiative will focus on informing the debate around dGov, and will aim to illuminate dGov techniques and practices and consequences, in Cardano DAOs, and beyond.
The scope of this proposal is to bootstrap a dedicated vibrant community, seek out collaborators and contributors from inside and outside Cardano, and begin reaching out to established projects.
3 month goals:

Reach out to DAOs and dGov projects inside and outside Cardano. This will include both dGov focused projects (Aragon, DAOStack, etc.) and various DAOs (GitCoin, DEXs, etc.).

Set up, promote and admin community channels to expand the alliance. Begin forming a network of governance activists and members of various DAOs.

Compose a collaborative roadmap and submit a proposal for F8 to expand the initiative.

This proposal is purposefully limited in scope, so the DGA, as a dGov body, can be developed gradually over time, in accordance with its spirit and mission.

I understand that it's hard to assess the impact, or even the scope of success for this kind of initiative, but I believe it has the potential for huge upside and growth, with a modest price tag. I hope this will help CAs reconcile the uncertainty involved in this kind of pilot, with what it could become if successful in the long term.

Even if there will be no further continuity in Catalyst to expand it, and even if this initiative will only bootstrap a small community that is active for a relatively short period of time, then I still believe the community will get a substantial Return on Intention for $9,600. And of course the goal here is to aim much higher than that.
