On Friday June 14, 2024, representatives from Intersect, the Cardano Foundation, and IOG held and moderated a 4+ hour long Twitter space. The big idea was to give individuals and entities running for a seat on Cardano’s upcoming “Interim Constitutional Committee” (ICC) the opportunity to introduce themselves and respond to some questions. More than a dozen individuals and entities were represented. Each was allotted a short time to present themselves, and then they were asked a set of questions.
The Cardano Constitution is a document currently being drafted as part of the network’s Voltaire development phase. The goal of Voltaire is to move management of Cardano from 3 entities to everyone that holds Ada.
The Constitutional Committee (CC) will be a body of entities and/or individuals that is empowered to make sure that all decisions around Cardano Governance and management adhere to the Constitution.
The Interim Constitutional Committee (ICC) is a one year role to facilitate trying out the first draft of the constitution (A training wheels of sorts). By the end of their tenure, a revised constitution is expected to be drafted and ratified in 2025. At that point the ICC will be disbanded and a new election for a longer tenure Constitutional Committee (CC) will take place.
The ICC will be made of 7 members. IOG, the Cardano Foundation, EMURGO, and Intersect will claim four seats. That leaves 3 seats yet to be filled. “The point of the committee is to reality bootstrap everything. Get things where they need to go. And be a stable government. Until we have the final form. Now that we have chain tools, we can get a final form that’s ratified by the majority of the Cardano community and all the various stakeholders. As an institution that’s serving on the interim committee, our role will end when the final form is ratified and input output will not run for reelection on the constitutional committee.”
Charles commits IOG to not running for another term on the ICC… and instead focuses on being an engineering firm, leaving the governance to the community. He also throws the ball over to the Cardano Foundation and Emurgo, the other two founding entities and current custodians of Cardano.

The Atlantic Council is made of 6 OGs from the community: Rick’s pool was one of the first Cardano stake pools launched. Jenny Brito has a copy of every NFT ever launched. Adam owns half of the companies currently in the Cardano ecosystem. (These may be exaggerations…or are they?)
The group already has a charter. It is not open source, but available in Github.
The Atlantic Council enacted their first governance action right in the space… they changed the rules of the space structure, extending introductions to 4 minutes and questions to 6.

Internal Consensus is a 4 of 6 multisignature. If there’s a tie or cannot reach quorum the default vote is to abstain.
Transparency of Decision making? Where will deliberation take place, will that be published? Transparency will come from relevant rationale “as to what drove the decision outcome.” Don’t expect every micro detail.
What precedent would you like to set for Horizontal communication with other ICC members? A single member of the Atlantic Council will be nominated to travel and meet with the ICC then relay that information back to the group. The nominated member will depend on who is most qualified or available at the time.

How does internal Consensus within your group work?
For internal consensus the confederation will rely on deep knowledge stemming from their brotherhood and sisterhood. Groups of specialists will take the lead depending on the vote and subject matter. It’s not clear what internal multisig consensus will look like (4 out of 6, 11 out of 50, etc)… still open for discussion.
Transparency of Decision making? Where will deliberation take place, will that be published? To maintain transparency around deliberations, a rationale will be published each time via public channels, like social media.
What precedent would you like to set for Horizontal communication with other ICC members? For vertical communication with other ICC members, “we will choose a safe way for the community, accounting for technologies like PGP to make sure whatever channel is chosen is completely safe.”

The internal governance structure is similar to the Atlantic council. 60% majority multisig is required for consensus. There’s a minimum requirement for quorum… the group is open to adding additional members.
Transparency of Decision making? Where will deliberation take place, will that be published? For publishing decision rationales and deliberation outputs, there will be formal publication to a github repo with the hash of documents on chain. There will also be informal publication, relying on regional preferences depending on the language and location… Facebook here, Twitter somewhere else, etc.
What precedent would you like to set for Horizontal communication with other ICC members? For horizontal communication precedence, the ECC, like the Atlantic Council, will leverage individual expertise in the group to do any traveling for in person deliberations with other ICC members.

What precedent would you like to set for Horizontal communication with other ICC members? Precedence for horizontal communication and working depends on the frequency but the preference will be in person. Meetings can piggyback on Cardano annual events such as the Cardano summit, etc. But zoom works too! Also to make in person meetings more viable, discussions can be bundled. If it’s a lot of action, some continuous discussions (like an online or chat platform, etc) should be deployed to facilitate communication.

They are already a 2 year old Estonian organization – a 15 person legally registered DAO with a 3 person board and everything.
Most detailed we’ve heard on the space so far, about the inner workings of the group running for the ICC. Also the longest intro so far… had to be interrupted by one of the co-host.
They’ve been working to normalize DAO as a structure for centralized organizations.

Consensus happens by weekly meeting, notion for recording, discord for discussion. There’s also a snapshotting tool for recording decisions on-chain. There is a 3 person board that sits at the top of the food chain.

Publication of decisions made depends on the subject matter. Mostly all the board meetings are publicly available in Notion. There is also a closed discord that the public can requisition invitation to. Working to add Github as a channel.
What precedent would you like to set for Horizontal communication with other ICC members?
For precedence on horizontal consensus and communication with the ICC members it will depend on the load of the work. Some form of regular check-ins will be important. People love google doc. We also love mirro. Discord works well and is easy to be transparent.

It’s only one year so the risk is lower. There’s also a dead man switch option. Lots of questions about what should happen. “It’s such a deep question and I have to admit I don’t know the answers but of course we will figure out these things over time.”

“I very much approach things from a business and product strategy will probably have my team help me establish necessary security and make sure I’m the only one with access… keeping as safe as it could be.”
Many of your votes will probably come from your project community. Where does project lead end and ICC member role begins.
Will separate the role of project lead/business owner from ICC membership using compartmentalization and intellectually being able separate roles. Being completely objective, not making ICC decisions based on any commercial applications for book.io.
Will you be willing to publish a state of ethics and recusal, establishing when you will speak as a business owner vs CC member. When will you recuse yourself?
It’s important that these things be established. It will be essential to disseminate that background knowledge.
What’s your opinion on your project or company ultimately filling multiple governance roles? You could be a CC member while your co-founder or someone else at your company could be DReps, and SPOs, etc etc.
It’s probably a mixture of things. On an ongoing basis, it will continue to be. There are individuals that run their own stake pool outside of the book. Might be good for decentralization.
Why did you decide to run as a kinda sorta an individual, while you’re clearly using your company resources as opposed to joining a consortium?
That’s the path “we’re kinda on.” “I just wanted to lend my time and help in any way I can… to bring a view of thinking about scale.” Also don’t want to set the precedent that “Blackrock can run for senate.”

Rationals and decisions should be communicated as writeups that’s published regularly… probably as books, as decentralized assets. Definitely push to social channels as well, medium articles, posts.

When I die my keys I would like with the catalyst proposal currently working on on-chain estate planning or some kind of dead man switch. Could also set up a multisig wallet with people on the Constitution Committee.

For horizontal communication with other ICC members, zoom calls work. Procedure will need to be established like how an advance meeting will need to be scheduled for an in person meeting.

For operation security and handing keys, lloyds has a plan for both physical and operational security. He is something of a “security wonk” and has served as a chief technology officer at companies for many years. He’s a man with a plan and it’s none of our business.
Why did you decide to run as a lonely individual? : You’re so well connected and must have been invited to all the consortiums… Why are you running by yourself?
I am often second benched and isn’t necessarily always invited to things. Put that aside, Lloyd is running solo because he’s a “sense maker and storyteller.” The big idea is to set the precedent that individuals CAN run and CAN be suited for the role if done appropriately. He’s here to help set the precedent, document the ins and outs and help prepare the way for the next person.
What should happen when you die? What’s your key man risk?
If Lloyd is hit by a bus as of today he would like to see the outcome handled by the totality of the system… As long as he remains OG for life, his legacy is protected. His keys should be destroyed and the system should handle what happens next.

For horizontal communication with ICC members, regular virtual meetings. Would also like to see coalition forms that can then produce combined opinions from the different coalitions, much like the US supreme court. In person meetings are also important. Meeting in person tends to make people nicer to each other so it’s a combination of both and.

Radical transparency for publishing decisions and rationales. Lloyd will publish sources influencing decisions wherever possible. Will produce decision rationales in writing. Will store rationales on social media and immutable storage (IPFS).
If not elected will you be willing to join another group? All or nothing? Or become a DRep.
If not elected as a CC member, Lloyd is not going anywhere. Intersect is interesting to him. DRep is interesting to him. But but but he cleared his plate and reduced his role at DripDropz and Main Street to spend most of his time filling the CC role, if he is elected.
Other than that, he doesn’t think the DAO members are not ready for prime time. If another individual is elected and not him, he will stay clear of the CC. If no individual is elected, he might consider joining one of the DAO and help make them ready for prime time.

As an individual he is more able to infiltrate everyone’s community to encourage maximum participation within our ecosystem. There’s no way a group can do this, it’s a job for a single Nicodemus.

When Nicodemus dies or gets hit by a bicycle… he is open to figuring out a solution that works. Hadn’t given too much thought to this before the interview. Dead man switch sounds dope!

Horizontal communication. What kind of precedence would you like to set for communicating and working with the other ICC members?
For horizontal collaboration, the man doesn’t have a lot of money. Plus traveling a bunch feels like it would be a distraction. “I haven’t seen anybody fully utilizing zoom for business. Honestly, Zoom is enough.” Abe will also try to build a wallet/zoom integration.
If not elected will you be willing to join another group? All or nothing? Or become a DRep.
Abe will not become a DRep or another role if unelected. “A DRep feels like more responsibility. I would like to give everything I have for a short period, and then go back to coding.”

A fellow brazilian as the host, Ático is a nervous non-english speaker that took a lot of courage to present.

**In terms of security, how are you going to make sure your keys are protected and your general thoughts on security? **
For keys security if elected, Ático will employ his current spo practice which involves encrypting his keys and using an air gap computer to sign transactions.
**Why did you decide to run as a lonely individual? **
Ático chose to run solo because he wants to represent the Portuguese community–the man is not waiting for Rich and his OGs or the Japanese oligarchs to represent Portuguese interests.
Publication of decisions you make… how would you go about that. And what channels would you use?
For publishing rationales and decisions Ático will use Twitter, telegram, discord and youtube.

For horizontal communication and working with other ICC members Ático will first ask ada holders what they think should happen, and what precedence should be set for horizontal communication.

If not elected he intends to run as a DRep for the Portuguese community.

Introduction (my light take)
3 years since starting the EarnCoinPool and admin for the xSPO alliance–a coalition of 200 pools that started with teeny delegations that meets weekly to provide marketing or technical help for new SPOs.
The man has spent every epoch furthering the interest of SPOs but asks us to trust him that when it comes to the CC, he will take off his SPO hat and be able to live the new role.

In terms of security, how are you going to make sure your keys are protected and your general thoughts on security?
For operational security Rich suggests that we work with IOG and other entities for a baseline for minimum security. Then leave the rest to each person to go above or and beyond for individual security.
**Why did you decide to run as a lonely individual? **
Running as an independent candidate first for that individual touch. A smaller group is easier to work with (I guess working with 200 SPOs has left a stain!). The second reason is community… individuals are more accessible for the community to get hold of and talk to.
Publication of decisions you make… how would you go about that. And what channels would you use?
For publishing thoughts and rationales, a central hub for all ICC members makes sense. A central place where all ICC members can publish their thoughts

For horizontal communication, open office hours should definitely be part of the mix—maybe a Twitter space with ICC members that can join (so probably not people in the East, per usual). Would also love to see as much communication and talking as possible, maybe weekly calls and quarterly in person meetings.

If not elected to the Constitutional Committee, Rich will absolutely look at other options for getting involved.
