[IMPACT]

The proposed solution -CATS - is to introduce a new entry level Community position, infuse it with a triage system (modern day Business Process) and develop a clear onboarding path for the Community.

Currently, the Community system is stressed, out of balance and confusing to Newbs. There are too many communication channels and no clear onboarding path.

The proposed solution is: a) create a new (CO) Community Observer role. The CO will be a three cycle onboarding role. During the three Catalyst cycles the CO will be onboarded, attend Catalyst school and learn the Challenge system. The COs primary role in Catalyst will be to utilize a triage based system to keep Placeholder, incomplete and inferior Proposals from cluttering CAs attention. The CO will use triage to help elevate less than (RPT) ready for prime time proposals to a Complete Status or a Filter Status. COs will be compensated at a lower rate (see formula in attachments) than CAs. This role as mentioned will be for three cycles to onboard, help build reputation and weed out any potentially nefarious players. This position can be scaled up should the influx of proposals become overwhelming.

b) 1. Expand the role of CA to be proactive advisors to Proposals that are rated as Ready for Prime Time(RPT) by the CO. CAs will have more time to be advising these serious and potentially global changing proposals by not wasting their time on proposals that should have been filtered out.

  1. The CA role should also be expanded to a minimum of three cycles with compensation increasing each cycle per attached formula. The increase to three cycles will: allow for experience in being an advisor; provide time for higher level training and education pertinent to the role, develop Trust rating and it will allow community members a place to remain engaged should they choose not to advance to VCA or return to once they term limit as a VCA and choose not to move up into a different role.

C)The VCA role should also be expanded into a three cycle position with mandatory term limits. The term limit is suggested to help avoid complacency and potential collusion. Each cycle will increase compensation per the formula. The increase term limit will have several effects including: Trust and Competency building; ability to learn and shape what the VCA role should be; spring board for future more elevated roles within the Cardano ecosystem.

d) The inner circle elected position and any higher positions created should favor or make it mandatory that they are available only to current or former VCAs.

1. Community Observer role will ease onboarding processes by spreading the training over three cycles. It will help build experience and it will elevate the CA role. The time frame of three cycles will help filter out bad COs and build trust and reputation for good COs

2. The CA role will now be able to focus on RFP proposals. The expanded time will help build experience and trust levels for CAs also.

3. The VCA position will become one with the higher purpose of mentoring and helping CAs in Advisory roles for the stronger RFP proposals.

4. Inner Circle and yet to be created positions (Voting Committee, DREPS, etc) will be a path for those that want to elevate their involvement in the Cardano ecosystem.

5. The entire system is scalable when there is a large influx of proposals. The CO role can be shortened to assist CAs. The Ca role can also be shortened to assist VCAs as needed.

Acceptance by the community.

Failure in the experiment to continue experimenting.

[FEASIBILITY]

The plan is to have this proposal accepted in F9/10. I will Research and Compile a Whitepaper on the proposed Community Observer position and the changes to the Catalyst System.

This will be accomplished via three surveys - 1. Prior to compiling research.

  1. One week after initiating community debate.

  2. One week after Whitepaper issuance.

The Whitepaper on CATS will be accomplished in three stages:

1. Research following up on what I did for this proposal and expanding deeper into extant work in IOG, archived Catalyst Work and Google Docs.

2. Compilation of research and Draft Whitepaper.

3. Editing, re-editing and final issuance of Whitepaper to community.

4. Proposal based on Whitepaper in next Catalyst fund.

$6,000 3weeks@40 hours per@$50 per hour.

-1 week (40 hours)to do initial survey, research IOG papers and studies eg A Treasury…Abstract and other roadmaps and breadcrumbs.

-1 week to Compile research and draft initial white paper (38 hours).

-1 week - write, edit, re-edit white paper. Release to community(40 hours).

- 3 community surveys @2 hours to draft, issue, compile and report. $100.00 each= $300.

Proposal - on my time

Tom Frey will complete the research, surveys and Whitepaper.

The Catalyst, Swarm and Inner Circle community will be involved in the surveys and hopefully a respectful and passionate debate.

[AUDITABILITY]

1. Issuance of Whitepaper by week 4 after approval.

Successfully drafting a community Proposal for F9/10 based on Whitepaper.

2.Implementation of Proposal for F10/11.

3. Community review after F12 after implementation and understanding the impact.

Success will be the achievement of balance throughout the entire Catalyst Community.

When there is a clear path for welcoming and easy onboarding of new members.

When there is a clear self-governing path for growth, experience and education while avoiding the Peter Principle.

A scalable system implemented that can quickly grow if needed or stay at a Best Practices path if not needed.

A Business Process/Best Practice that takes Placeholder and incomplete Proposals away from CAs, so they can focus on a higher purpose - Advising.

A Triage system that works to elevate all real proposals to their highest level to ensure success.

A system to “ weed“ out bogus CAs candidates, yet allow for a reputation building process over several Challenge cycles.

A Best Practice “career path” from the new Community Observer role thru CA, VCa all the way to Inner Circle or to higher roles not yet extant.
