Why is it important?

The Voltaire era of the Cardano Roadmap aims to ensure Cardano network capacity be maintained and improved over time in a decentralized way.

What does success look like?

The community is actively engaged in developing, implementing and maintaining distributed governance solutions.

Key Metrics to measure

To assess the Return on Intention of this challenge, we will measure the community's initiatives and experiments to support distributed governance. It will also be essential to measure what mechanisms are in place to maintain these governance initiatives.

Four key metrics can measure the quality of Governance:

Mandate and legitimacy - do we have a clear scope of purpose, well-defined governance boundaries, and the community's support and consent to represent them?

Strategic capacity - are we setting up sustainable and scalable mechanisms and solutions? Are we educating and training the community to increase their abilities and capabilities? How do we ensure continual growth and improvement in these capacities?

Accountability and transparency - are the use of treasury funds aligned with the community's intent and are mechanisms in place for accountability and transparency to show the return on intention. Are failures used as opportunities to learn?

Stewardship - what groups, mechanisms, and processes are in place to ensure that the governance models are driving toward and protecting the community's highest ideals, aspirations, and vision of the future.

Challenge brief

How can we help the Catalyst community develop, implement and sustain distributed governance as we head towards the Cardano Voltaire Roadmap?

This challenge setting is set up for the community to experiment and discover good practices for distributed governance. Proposals should seek to answer the following primary questions around governance:

  • How are decisions made?
  • Who has a voice in making these decisions?
  • Ultimately, who is accountable?

Specific areas proposals in this challenge should address are:

  • Legitimacy and Voice
  • Direction and Purpose
  • Effective performance
  • Accountability and Transparency
  • Fairness and Ethical behaviour

To achieve a healthy distributed/decentralized system of governance for Catalyst:

  1. It needs to be developed by the community in collaboration with IOHK
  2. It needs to be robust. Implemented effectively and tested thoroughly.
  3. It needs to be sustainable, adequately resourced and maintained in the long term.
