I. Reasons for us to make a recommendation

1. We are the largest group providing information about the Cardano project in Vietnam. We have: A Telegram group for Vietnamese developers with nearly 200 quality members, a YouTube channel with nearly 20 thousand subscribers. Website synthesizing IOG's Plutus courses. In addition, we also organize classes about blockchain.
2. We have produced Plutus Pioneer Program - Iteration 3 course videos from IOG Academy with Vietnamese subtitles that are well received and appreciated by the Vietnamese developer community. We are well aware of the importance of videos translated directly from the original video to the Cardano Vietnam community. Therefore, with the Plutus Pioneer #4 course videos, to increase the appeal and convenience for the Vietnamese community and developers, we will develop the Plutus Pioneer #4 course videos into videos with Explanation in Vietnamese. That is what motivated us to make this proposal.
3. The development roadmap of the Cardano platform is in an exciting period, there is a need for developers to participate and contribute to that development, so a team of excellent programmers is needed.
4. The videos of the Plutus Pioneer #4 course contain many specialized terms and new programming code that make it difficult to access and understand the essence. Therefore, the requirement needs to be simplified in the local language to attract and promote the talent of Vietnamese developers.

II. Calculate impact

1. For Cardano Vietnam community members: both contribute to community development and update knowledge of the Plutus programming language with translation products. For the current Cardano Vietnam Community, translating videos about the Plutus Pioneer Program course will help expand the reach of communication and increase understanding of the free Plutus programming language. In particular, members participating in translation have the necessary income, which will help them stick with the Cardano ecosystem for a long time and they are the driving force to attract and expand the Cardano Vietnam community and developers.
2. For developers unfamiliar with the Cardano ecosystem: Having translated documents from IOG Academy into Vietnamese is a key factor in attracting and training a diverse, creative team of developers. Supportive environment for newcomers who want to participate and learn about Blockchain technology in general and the Cardano ecosystem in particular.
3. The important effect of Plutus Pioneer #4 videos narrated in Vietnamese: helps build and develop the Vietnamese developer community on par with the global developer community. The Cardano platform aims to create a decentralized development ecosystem in which developers from all over the world can jointly contribute to the construction and development of the project. Vietnamese voice-over videos serve as a bridge to help transfer knowledge and skills between different national developer groups, creating a multi-cultural and multi-racial collaborative environment.

1. The solution for explaining Plutus Pioneer #4 videos in Vietnamese is the first and only solution in Vietnam for the Vietnamese developer community.
2. All Plutus Pioneer #4 videos will be narrated in Vietnamese by a close, friendly, and inspiring voice.
3. Helps developers actively learn and research anytime, anywhere.
4. Basic and in-depth programming terms and codes about Plutus will be explained accurately, simply, and easily understood in the native language.
5. We use AI voice to minimize (save 7400 ADA) budget costs.

IV. Implementation process

1. The project manager compiles a list of Plutus Pioneer #4 course videos from IOG Academy's Youtube channel and updates them to the translation proposal list.
2. Translation team members register to translate. After confirmation, the translation member is responsible for completing the Vietnamese translation on time to receive the reward (if not completed on schedule, it will be transferred to another member of the community).
3. The Vietnamese translation will be reviewed by a senior consultant. Once completed, the translation will use AI (vbee.vn) to read the translation into a Vietnamese Audio file.
4. Next, the video editor will complete the original video with Vietnamese voiceover.
5. Our products and outputs are Plutus Pioneer #4 course videos from IOG Academy's YouTube channel, narrated in Vietnamese and updated on the Youtube channel.
6. We will update work progress on the online work update board.
7. We will measure the product's effectiveness through current community views and interactions for each video we complete.
8. With the potential of the Cardao ecosystem and the strong development of the Vietnamese community, our output will be a valuable long-term resource.

I. Impact on the Cardano developer community

1. For the Cardano ecosystem: more widely promote the Plutus programming language to the growing Vietnamese developer community; attract developers easily in the local language thereby attracting potential developers to join the ecosystem. This is evidenced in the translation videos of our Plutus Pioneer Program - Iteration 3 course, the number of interactions continues to increase every month.
2. For the Challenge: Raise awareness of Vietnamese developers about Plutus programming language and Blockchain technology; makes it easy for beginners to learn and use the Plutus programming language, activates the ability to recognize and contribute to the Cardano community, giving developers the opportunity to contribute to the ecosystem Cardano is increasingly strong and sustainable.
3. Video demonstration of the Plutus Pioneer #4 course in Vietnamese from IOG Academy plays an important role in developing the current and future Vietnamese developer community. This is evidenced in the number of new members connecting to our Telegram group increasing every month. III. Share output plans

Our comprehensive plan is to share the output and results of the proposal widely for FREE and ensure lasting impact on Youtube channels and other social platforms such as Telgream, Facebook:

1. Number of videos translated from the original: Published 70 videos of the Plutus Pioneer #4 course. Ensure all content is fully and accurately translated.
2. Total minutes of Plutus Pioneer #4 course video translated: Achieved 1719 minutes of translated videos. Provide useful documents in Vietnamese for the Vietnamese developer community.
3. Number of views of Plutus Pioneer #4 course video: Achieve 100 average views per video after 48 hours of publication. These KPIs (performance indicators) will increase over time and are expected to continue to increase in the future. Evaluate viewer interest and interaction with translated content.
4. Increase the number of new monthly YouTube channel members: Attract 20 new monthly subscriptions on YouTube channel. Increase the spread and strengthen the user community on the YouTube platform.
5. Increase monthly new members in the Telegram group for developers: 50 new members joined the Telegram group in 3 months. Build a vibrant community of Vietnamese developers on Telegram, facilitating information exchange, discussion and connection between Cardano users.

The above indicators are used to ensure widespread popularity and long-term impact of the Plutus Pioneer #4 course video narration project in Vietnamese in the community.

[CAPABILITY & FEASIBILITY] What is your capability to deliver your project with high levels of trust and accountability? How do you intend to validate if your approach is feasible?

1. We are the largest group providing information about the Cardano project in Vietnam. We have A Telegram group of more than 2700 quality members, a group of developers of nearly 200 members. YouTube channel has nearly 20 thousand subscribers, Information synthesis website cardano.vn. In addition, we also have classes about blockchain. These are good foundations and ideal conditions for our products to disseminate knowledge to the community as quickly as possible.
2. We have strong translation capabilities and experience, have translated for free (186 free translation videos) to update news as well as the development roadmap of the Cardano ecosystem, and translation videos are still being added. received by the community, which is a testament to the Cardano community's responsibility and commitment to the ecosystem. In particular, in November 2023, at the Cardano Summit 2023 event taking place in Dubai, the group produced nearly 50 demonstration videos in Vietnamese within 1 month for free for the Vietnamese community.
3. The team implementing the proposal are people with experience in financial management for large corporations. Influencer Coach, Plutus Pioneer, Blockchain research since 2017, programmer, Translator, Community manager and development, translation experience, video production worked, cooperated with each other and demonstrated have the capacity to implement and complete before the deadline the proposal "Reward for translators in the community" funded from fund 7, fund 9 and is implementing the proposal in fund 10 as committed.
4. Many members of the translation team are also managers for projects funded with funds 7, 8, 9 and 10, which is a very good condition for us to easily complete the work as committed.
5. However, during the process of implementing the proposal, we also identified 3 risks:

• Risk 1: Plutus programming language is still new to Vietnamese developers, which will make it difficult to attract a large number of talented developers. Our solution is: increase discussion within the existing developer group, create easy and convenient products to increase the appeal and potential value of the Plutus programming language.

Is the person who directly translated many videos of Charles Hoskinson, IOG and documents related to the programming languages Haskell, Plutus, Marlowe; Project management funded in fund 7. fund 9 and fund 10.

2.Do Viet Cuong

• Capacity: Master - High school teacher. Researching Blockchain since 2017. Have CBCA certificate (Certificate ID: 6491554124aef68319023c7e). Community Developer, Cardano Vietnam Community Manager. Content creator and video producer. Co-manage projects funded in fund 7, fund 9 and fund 10.
• Duties: Project co-management. Create a list of original videos that need to be translated, have direct translators, and control work progress, publish Vietnamese voice-over videos, manage Youtube channels, and report progress results.

3.FIMI translator group

• Including nearly 11 translators (selected from a group of developers and communities with a deep understanding of the Cardano Blockchain, with extensive experience in translating Blockchain documents, they have excellently passed the test - passed the word 160/200 points. Their completed videos are being highly appreciated by the Vietnamese Cardano community. Many of them have or are still participating in the Plutus Pioneer course organized by IOG.

[VALUE FOR MONEY] How does the cost of the project represent value for money for the Cardano ecosystem?

With the above cost for 1 minute of Vietnamese voice-over video completed in Vietnam at the current time of 7$ (equivalent to the current price of ADA of 25 ADA), our proposal requires a budget of 12 ADA. /min is modest.

In particular, we carry out much of the work done in the project without charge, with contributions from the community to reduce project costs.

The proposed cost will be a worthy reward for community members who make positive contributions to the development of the Cardano Vietnam community, while also encouraging the attraction of new people to join the Cardano ecosystem.
