[IMPACT] Please describe your proposed solution.

In order for Cardano to be a blockchain with decentralized and inclusive governance, it's important that different niches of society can be represented, therefore it is important to have DReps and Catalyst DReps representing communities from different regions of our planet. Each community participating in the Cardano ecosystem has its own needs, therefore we need to research, study and understand these needs in order to educate voters in the voting process, assisting the distributed decision-making process, increasing the participation of voters in the Cardano ecosystem and increasing the range information for more qualified decision-making. Our team consider this to be an important step before we represent the Brazilian community as DReps and/or Catalyst DReps.

The concept of this project will take place in two phases. The first phase of this proposal will be community sensing/alignment of interests. Community sensing will be an exploratory step, where we will discuss the foundations for the DReps/ Catalyst DReps LATAM - Brazil program and establish guidelines to orient future Brazilian DReps/Catalyst DReps.

The second phase of this proposal will be submitted at a later Fund, when we will use the data obtained in this very proposal to support our work as a group of DReps/Catalyst Dreps representing the Brazilian community. The second phase will not be discussed here and is not within the scope of this proposal, but we believe it is important to mention it as it is part of the concept of this project.

The purpose of the DReps/Catalyst DReps s is to represent the community and although the basic premise is clear there are many ways to represent the community, let's think in the local context of LATAM and more precisely in the Brazilian context.

We will capture the main interests of the Brazilian LATAM community, identify areas of interest and the most relevant topics, in order to represent these interests.

This exploratory phase will take place through debates, research and surveys related to the governance and participation of Brazilian DReps and Brazilian Catalyst DReps. This will be important for us to be able to dialogue with a large section of the Cardano community in Brazil and understand what approach they expect from local DReps/Catalyst DReps.

Debates on governance open to the general community will be held on Twitter Spaces, as it is a more user-friendly UI/UX platform, which has few technical restrictions for debates with the community and which is a social network with great engagement from the Cardano community.

After each Twitter Space participants will be incentivized to fill out a form/questionnaire giving feedback on the topics discussed.

Team members will participate in weekly calls to discuss the main themes related to governance and how this can influence the activities of the DReps Catalyst Dreps and the project, these calls will be important to align the content to be discussed on Twitter Spaces, organize forms and polls, etc…

We will develop form-driven surveys to capture more relevant topics and feedback on participation from DReps/Catalyst DReps LATAM - Brazil

We will identify the most recurrent and cited pain points and opportunities to research further and propose solutions/ideas.

All Twitter spaces will be recorded and uploaded on Youtube. The topics, ideas, pain points and the solutions discussed, along with the research conducted and the data obtained, will be included in reports and will be documented in a Gitbook, together with the videos of recorded debates and data about the surveys.

These data will serve as the basis for future DReps to understand the demands of the Brazilian community and better guide their efforts.

[IMPACT] How does your proposed solution address the challenge and what benefits will this bring to the Cardano ecosystem?

We will address the challenge:

  1. Increasing the participation of DREPs.
  2. increasing the geographical diversity of DREPs.
  3. Diminishing the entrance barrier to people who speak Portuguese and want to delegate to Dreps who communicate in the same language.
  4. Establishing processes to qualify Brazilian Dreps.
  5. Increasing the interest of the Latam-Brazilian community and fluent populations in Portuguese, which tends to increase the participation of voters and delegates in general.

These 5 items are directly aligned with the Challenge Brief premises of this challenge and may contribute directly to assist this challenge to achieve success metrics established therein.

The benefits to the Cardano community will be derived from the 5 items indicated above. In short, we will contribute to the distributed decision making process, making the Cardano blockchain more decentralized in the governance aspect.

We intend to monitor several metrics in order to clearly indicate the development of our project and we have defined some KPIs as impact/auditability reference targets.

[IMPACT] Please describe your plans to share the outputs and results of your project?

The whole result of this project will be Open Source. We will share the recording of the debates on YouTube. There will be a Gitbook compiling all information obtained through reports. This work will be shared on Cardano's main social media channels in Portuguese (Telegram, Twitter, YouTube) in order to increase our reach. The output of this project can be accessed/used by future DReps, including members of this team.

[CAPABILITY/ FEASIBILITY] What is your capability to deliver your project with high levels of trust and accountability?

Our team is made up of veteran members of the Cardano community. We have experience as SPOS, developers, Funded Proposers, Review of Catalyst Proposals Since Fund2, Mentorship of Proposers on Catalyst, Cardano Ambassadors, workshops and debate organization.

Funds management will be carried out by the Project Manager and all transactions will be documented through the hash ID. This data will be saved and kept under the control of the Project Manager and will be kept confidential, in order to protect the privacy of the team members and survey participants, but this data may be requested for consultation if team members and/or persons involved in the transactions are in agreement.

[CAPABILITY/ FEASIBILITY] What are the main goals for the project and how will you validate if your approach is feasible?

OUR GOALS

1) Hold 7 debates about DReps and governance in 14 weeks (1 debate every 2 weeks). This period was chosen because it is the minimum duration period for Fund 11 and the result of the project would already be available for Fund 12. Record the 7 Twitter Spaces debates and upload them to YouTube.

2) Hold 7 meetings to define the topics to be discussed in Twitters Spaces, organize team tasks and share research results.

3) Create 7 post team meeting reports, 7 post debate reports and 7 post form reports. Include all reports in this project's Gitbook.

4) Achieve the KPIs established in this proposal.

5) We intend to deliver a final document called "<u>Guidelines and critical missions to guide future Brazilian DReps</u>". This document will aggregate the outputs and learnings from all debates, meetings, forms/questionnaires, individual reports and can be used as a reference to guide the efforts of Brazilian DReps and Brazilian Catalyst DReps.
