Detailed Plan

The goal would be to create a council of community members to meet regularly to hold vote sessions. We would make unbiased decisions on major cnft creators, markets, etc, to determine who are considered trusted policy id sources. Each would maintain its own repository of ID's, and we would work with the marketplaces to use these repos for cnft resale purposes. We would assume that any repo added to the collective was at an average trust level. Since mistakes can and do happen, they wouldn't automatically be thrown out for a mistake. But their trust level would diminish. Conversely any repo that has been incident free for a period of time would go up a level in trust. These trust scores would be presentable to buyers in the marketplaces. It would be up to the repo holder to decide which policies they want to maintain within their repo. It could be only projects they directly work with. Or it could be public. If its public, it would be expected that any policies added, are well vetted. This directly correlates with the trust model proposed.

Any funds recieved from this proposal would be placed in to a treasury, for use to creating this; whether it be needed code to interoperate with marketplaces, costs for telecommunication to establish the ongoing council sessions, etc. Once well established, the costs to continue this plan would be self sustaining through the council members.

The timeline to create this is roughly 2-3 months to identify community leaders willing to participate. Within 4-6 months, have established the necessary relationships with each marketplace, and developed the council meeting structures. By 6 months, the entire idea would easily be implemented.
