It's a simple proposal to coordinate the actions of active Catalyst members who are also "one foot in another chain".
This proposal helps coordinate the efforts and incentivizes needed action. It paves the way to the next leg of Cross-Chain Collaboration:

Catalyst members might become competitive and try to be the first one to bring in cross-chain collaborators. That's why the incentive is set so low. Also, it will be communicated that if several people have approached a certain community, they will share the incentive. That's why it's better to do the coordination first and then only start reaching out.
Another "risk" is that there might not be enough Finders to claim the finder's fees. Should there be less than 10 cross-chain projects/communities/chains onboarded by the end of Fund9 submission deadline, the other Finders will then share the unclaimed fees. I.e. if there are only five people who bring in proposer teams from other blockchains, they each will be rewarded $1,000 each.
[FEASIBILITY]
The plan is to reward active networkers with an extra $500 (paid in ADA) when a new chain/community/project submits a proposal in Catalyt Fund9.
There are only three actions:
- Coordination of efforts through a Telegram group
- Encouraging and educating people to reach out
- Reporting on chains / communities contacted
Administration of the promised finders' fees is out of the scope of this work. Therefore, it is adviced that IOG pays the fees directly to the recipients.
When the last finders' fee is claimed we organize an After Townhall to discuss the experiences and to lay a basis for Cross-Chain Ambassadors v 2.0 proposal for Fund10. This team should include most of the Catalyst members who were rewarded as part of this initial proposal.

Tomi Astikainen is a Veteran Community Advisor who has recently written a book for wannabe crypto investors and, through the research for the book, explored the entire cryptoeconomy. He is a Senior Ambassador for Acala/Karura and a driver in the Dotsama (Polkadot/Kusama) community in Finland. He has brought in partners from outside of Catalyst and knows the amount of work involved. Tomi was one of the three original authors of the Cross-Chain Collaboration challenge in Fund8.

We will track the reach out efforts in real time in the Telegram group. In the end, After Townhall is organized to gather experiences in more detail. Based on that a succint final report is written.
Although the scope of the proposal sounds small, the work involved can total hundreds of hours. The $500 is not to be considered payment for the time used but a token of appreciation for results delivered.
