On a daily basis, answer questions from the Chinese-speaking community on Telegram, topics usually ranging from wallets, staking, NFTs, defi and more
Important to note that this proposal is aimed at the Chinese-speaking community, not the Chinese community. The former is a lot wider including members from Malaysia, Hong Kong, Taiwan and many other Chinese-speaking countries/regions of the world, therefore not limited to mainland China.

With that in mind, below are the proposed metrics:

The proposer possesses the capability to deliver the project with high levels of trust and accountability based on their demonstrated experience and track record in the Cardano Chinese-speaking community as well as in Project Catalyst. Here are the key factors that demonstrate their capability and accountability:

Established Community Presence: The proposer has single-handedly created a Chinese-speaking community from scratch, amassing over 900 organic members on Telegram. This achievement showcases their ability to build and maintain an engaged community, earning the trust and support of community members.
Successful Educational Content Creation: The proposer has a proven track record of expanding the reach of Cardano through high-quality educational videos on YouTube. During the last 2 years, Dumpling produced 150 videos dedicated to Cardano, averaging 1.5 videos per week consistently, this demonstrates her dedication and persistence in providing high-quality content. By continuously producing informative and engaging content, Dumpling has established herself as a trusted source of information within the community.
Additionally, the proposer has previously been funded for two proposals with the same mission (previously called China Info Hub) and has successfully delivered on those projects. Her previous track record of securing funding and effectively executing previous initiatives demonstrates her ability to manage projects, meet objectives, and deliver results in a trustworthy and accountable manner.

The proposer has demonstrated her abilities in the following areas that are necessary to complete the project:

The main goals of the project are as follows:

Education and Information Dissemination: The primary goal is to provide high-quality educational content to the Cardano Chinese-speaking community. This includes producing informative videos, community posts and group chat answers to enhance the understanding of Cardano's technology, ecosystem, and opportunities.
Community Building and Engagement: Another crucial goal is to foster a strong and engaged community among Chinese-speaking individuals interested in Cardano. This involves building a robust presence on Telegram, facilitating discussions, answering questions, and creating a supportive environment for knowledge sharing and collaboration.
Empowering Community Members: The project aims to empower community members to become unofficial ambassadors and spokespersons for Cardano. Before you read the budget, please read the below clarification:

- Why are the hourly prices different, even though they are done by the same person (the proposer)?

Tasks such as conducting research and turning the research into video scripts require a high level of cross-domain expertise and skills, including English/Chinese translation/interpretation, Cardano-specific knowledge, additionally, text and content writing skills to make the content engaging and easily understandable. Such tasks are valued higher than for example, commenting and responding to community posts.

Why are the rates higher than normal Chinese salaries?

For a few reasons

* The proposer lives in the UK which has a significantly higher cost of living and over 8.7% inflation rate

* The price of paying for the group of people with the required cross-domain knowledge (Chinese-English skills, Cardano knowledge, video production skills, community management experience, etc), plus a proven track record of high-level delivery quality, will add up to a very high price level.

But since it is being done by one person (the proposer), the community will be paying for an exceptional discount

It boils down to the value created vs the price quoted, and if the community thinks the value (educating and onboarding Chinese speakers around the globe) is worth the price.
