Rational

Ethiopia is a vast nation. With differing interests at the center, local governments with great autonomy and the right to legislate, two large religions with over 40 million members each. Where and how Cardano can be implemented is limitless. Not all are on the same side of an issue often.

In such an environment IOG and CF are playing in a very narrow front, which is often resistant to change without nudging from the bottom up. The incumbents have very little appetite for change like every official in every country.

Goal

It is also meant as a parallel and complementary effort to official IOG and CF work from the ground up.

Despite the potential of blockchain technology most government officials, business people, or academicians can be resistant to the idea. It could be because they do not understand it or because it is a threat to their power.

That means the identification of individuals or groups who are amenable to the adoption of the technology and cultivating genuine and principled relationships is important. A relationship that is based on monetary incentive alone would not go far, or produce satisfying results.

This proposal is to create such an environment in the county. To create awareness about the technology. To have a debate. To have a discussion about what kind of laws we need to legislate. To draft such laws by experts and solicit the support of parliamentarians, political parties, civic organizations and other officials.

Action plan

• Hire a consultant and legal experts 1 - 3 months

• Produce draft legislation to be considered by officials. 1-3 months

• Produce content for presentations and media discussions. 2-5 months

• Organize discussions in the media. There are already some media who have shown interest in hosting such a discussion. Being sponsored by the Catalyst community gives weight. 4-8 months

• Demonstration production DA Iddir 6 - 8 months

• Engage civic and political organization leaders. 5-8 months

• Arrange workshops, and create networks of like minded people. 5-8 months

• A legislation sandbox 6-9 months

DAO legislation 12+ months

We will be presenting from the point of view of a decentralized Autonomous Iddir, which is a well understood community organization and the value Cardano will bring to the society.
