We propose to combine art, culture and technology to present to the world a Cardano powered solution that helps grassroots communities achieve social and environmental justice.

At Streets of ADA we have been developing Art as Activism pieces for over a year now, exploring the use case application of blockchain, NFTs, and metadata capabilties with regards to closing the sustainability finance gap. We have been working with other impact driven changemakers in the Cardano ecosystem and impact web3 world to elaborate in creating new standards around impact ‘credits’, meeting the challenge around impact data measurements and collection, incentives, transparency and the need to tackle greenwashing and corruption.

We seek to launch an art as activism fundraising collection, in collaboration with local NGOs, and multisectoral stakeholders in the Philippines and diaspora, to help grow the Cardano community, and build bridges with enabled, empowered and equipped grassroot communities on the frontlines of fighting for justice.

<u>What’s at stake:</u>

12 million acres of rainforest are destroyed every year.

Threatening a million species with extinction.

Illegal logging is an ever-increasing global problem with devastating social, economic, and environmental consequences. The industry brings in around 152 billion USD annually, making it the world's “most lucrative environmental crime”, and represents up to 90% of timber harvest in some countries.

This may provide short term profits for numerous actors, ranging from the illegal loggers (those often looking for a way out of poverty), to the corporates operating without impunity or in the shadow networks, however, in the long term the price paid will impact everyone, whether through the loss of ecosystem services provided by the trees and their role in the local and global environment, as well as the knock on effects for livelihoods and security for those communities.

Government and NGO agencies are struggling to tackle these global supply chains, with its lack of transparency and means to authenticate that goods and products are 100% ethically sourced

<u>Context:</u>

We are focusing our feasibility study in the Philippines, Palawan, aka the “last ecological frontier. and one of the most dangerous places in the world to be a journalist, land defender and activist. Like many forests in this region, it faces considerable threats — including illegal logging and wildlife poaching, conversion to agricultural land, mangrove loss and unsustainable mining.

We have been developing Streets of ADA Art as Activism pieces without funding for over a year now since 2022. We have successfully developed a number strategic partnerships to ensure the long term success of our impact project, local empowerment and the possibility for scaleability once we can demonstrate the proof of concept works.

We work to support changemakers on the ground before the illegal timber can enter a global supply chain.

A culture of impunity and fear – the Philippines is one of the most dangerous countries in the world for land defenders and journalists – has meant that the stories of these communities have rarely been told, if ever. Since Q4 2022, we began working voluntarily to support Palawan NGO Network Inc. (PNNI), creating art as activism pieces, and exploring the integration of blockchain and using NFTs, metadata and impact data to support their mission.

Since then we have also been in discussions with Karl Malakunas - Director of Delikado, and have been receiving advice and support from Karl R. De Mesa, a longreads journalist and photographer who has reported on stories in the Philippines, Hong Kong, Myanmar, and Singapore. By developing proof of impact art as activism pieces, inspired by South East Asian and Filipino cultural heritage, and martial arts, we seek support to further explore the use case of Cardano technology to help close the sustainability finance gap.

To support impact funding, incentivising impact data collection and tracking, on chain identities associated with positive measurable socio-environmental impact, led by grassroots communities in developing countries.

This aligns with the original mission of Cardano as stated by founder of Cardano, Charles Hoskinson in his “Why Cardano” essay:

<u>Why Palawan, the Philippines?</u>

Palawan is often called the Philippines’ last ecological frontier, home to most of the nation’s remaining forests, its waters are renowned as a global biological hotspot.

With weak or corrupt authorities often unwilling to take on the fight, the Palawan NGO Network Inc (PNNI) seeks to fill the void.

As cash-strapped environmentalists they believe traditional campaigning to save the island’s resources can do little to stop the corruption.

They use a little-known citizen’s arrest law, plus the support of local communities, to confiscate chainsaws, mining drills, cyanide fishing gear and any other equipment used to destroy Palawan’s environment.

The para-enforcers have confiscated more than 800 chainsaws since PNNI was established over three decades ago, according to its founder and leader, environmental lawyer Bobby Chan.

Missions can last days, and weeks at a time, using intel to locate the chainsaws carrying out the illegal logging operations and to successfully seize the chainsaw and stop the operation.

<u>Feasibility Case Study: Palawan, The Philippines</u>

Our initial focus is to work with on the ground NGO partners in Palawan.

The Palawan NGO Network Inc. (PNNI) was organized in 1991, and is made up of multiple NGOs and People’s Organizations in Palawan, the Philippines.

They focus on:

• ADVOCACY
• Includes Indigenous Peoples Rights, Anti-Mining, Anti-Coal Fired Power Plant

• MEMBERSHIP SERVICES
• Entail linkage and sourcing of funds to the members.

• ENFORCEMENT
• On Illegal logging, Illegal Fishing, and Wildlife Poaching. PNNI Para- Enforcers uses the concept of Citizens Arrest, as provided in the Philippine Constitution.

• SOCIAL ENTERPRISE
• PNNI buys and sells products from the communities, includes honey, cashews, baskets. Also offers micro-financing.

• YOUTH
• Trains and mentor the youth in Palawan who will someday take over in development work.

With the support of this catalyst proposal, Streets of ADA can explore the feasibility of having on the ground impact accelerated, with Cardano blockchain-powered fundraising and community support.

<u>Collaboration for greater impact using technology</u>

Given the latest technological advancements, we aim to help the land defenders and connect the dots with the tools that can help the changemakers on the ground to help protect people and planet.

One example integration we are exploring is with Rainforest Connection (RFCx) who have developed a suite of tools, including an AI tool called Arbimon. It uses inexpensive recorders in the trees.

We seek to further connect the dots across the Philippines and between other changemakers in the movement, from Rainforest Connection, the Palawan NGO Network Inc (PNNI), and other land defenders in Palawan, the Philippines, also known as the last ecological frontier.

We will be learning from another Fund 10 Project Catalys funded proposal, where we are carrying out similar work in another critical rainforest location, in West Sumatra, Indonesia, in partnership with Rimba Non Profit Organisation.

Additionally, we are in talks about exploring a collaboration with RFCx, and looking at integrating real-time audio streaming and RFCx's extensive audio library of detected animal sounds into the Proof of Impact NFT offering, as well as their innovative AI solution that’s supported by Google.

The RFCx monitoring system gives its partners the opportunity to protect key rainforest areas and respond to real-timealerts, while sharing large amounts of ecosystem data that help negotiate increased protections in these areas. In some cases, protecting the perimeter of a rainforest can actually mean protecting everything behind it – saving rainforests is the key to saving our planet.

RFCx’s technology now alerts rangers of chainsaw activity to ensure their patrols are more effective and efficient in current and future logging events.

We wish to explore how we can create greater impact together, and help fundraising to support the adoption of these critical tools that can help enable the prevention of further illegal logging, and protect the last ecological frontier in the Philippines.

[IMPACT] Please define the positive impact your project will have on the wider Cardano community.

The project, led by Streets of ADA in support of local NGOs such as PNNI, aims to address the challenge of deforestation and biodiversity loss in Palawan, the Philippines, which is experiencing alarming rates of deforestation and threats to its unique ecosystem.

The project focuses on the protection of Palawan, and seeks to conserve biodiversity-rich habitats through various strategies:

ENFORCEMENT - On Illegal logging, Illegal Fishing, and Wildlife Poaching. PNNI Para- Enforcers uses the concept of Citizens Arrest, as provided in the Philippine Constitution.

Setting up missions with para enforcers seeking to stop illegal activity i.e.capturing chainsaws, and anything used to carry out illegal logging, mining, fishing and poaching.

<u>Benefits to the Cardano Ecosystem:</u>

The project if successful can engage local government executives, national and international stakeholders who were otherwise incognizant of how Cardano tools and its community can help address conservation issues. By making full use of the Cardano powered and complementary technologies to demonstrate the impacts of business-as-usual scenarios on natural resources, we can make a positive contribution to the understanding of how Cardano for Good can look in a tangible, measurable way in the Philippines.

Various studies have shown the tremendous value of Palawan’s forests and the range of ecosystem services that it provides. For instance, a Total Economic Valuation (TEV) study of the Mt. Mantalingahan Protected Landscape (MMPL) underscored that the value of ecosystem good and services (P266 billion) for people far outweigh the value of minerals (P15 billion). Environment:

Biodiversity: By improving habitat quality the project helps decrease genetic depletion and increase biodiversity, preserving valuable species. With the Palawan home to 105 out of the 475 threatened species in the Philippines. Based on the IUCN classification, 105 are endangered, and 67 are endemic to the Philippines. Palawan's forest also provides ecosystem services that benefit the vast communities in Palawan and extend to the whole country by acting as a significant carbon sink.

Social:

The women, youth, farmers, fishers, indigenous peoples, and residents of Palawan can become aware of how they have been supported by Cardano and its community thanks to these efforts. They can join Government efforts to save Palawan's forests by supporting the law enforcement efforts upholding laws that are supposed to protect Palawan's natural forests and stop the issuance of permits, clearances, and legal instruments that lead to the continued destruction of Palawan's forests.

Economy:

The project creates alternative sources of fundraising to support the NGOs and paraenforcers carry out their critical missions.

Global Collaboration and Knowledge Sharing:

The feasibility study will explore leveraging Cardano's blockchain solutions and NFTs to connect PNNI’s local efforts with a global community of stakeholders that can learn from this impact project.

By demonstrating the potential of Cardano's blockchain solutions and engaging a global community, Streets of ADA seeks to create new models for financing the protection of forests, biodiversity, and creating alternative and sustainable livelihoods for locals.

Owning a Streets of ADA Proof of Impact NFT is one measure of contribution to the on the ground impact and support of closing the sustainability finance gap.

The missions carried on the ground such as tackling illegal logging and deforestation can be supported thanks to the purchase of Art as Activism pieces. As they are proof of impact NFTs that support the NGOs, impact data from the ground will be uploaded as metadata to the NFTs. This will help track the impact over time of each proof of impact art piece.

Emerging and established artists, locals, impact champions and eco warriors are invited to join the mission of protecting people and planet. By joining the Streets of ADA universe as a contributor, with the feasibility study we will explore the experimentation and possibilities around IP and royalties to catalyze the fusion of artistic entertainment, sustainable livelihoods and equitable outcomes.

[Project Milestones] What are the key milestones you need to achieve in order to complete your project successfully?

Months 1 - 3

We seek to host a series of sessions with experts from the Cardano Impact community, PNNI and other impact stakeholders from but not exclusively from Palawan, the Philippines and the diaspora that are motivated by the cause to protect people and planet.

The sessions will benefit various sectors interested in how to follow the model and framework that will come out of this feasibility study.

Following the feasibility study, results will be published for open access benefit, in Tagalog and English languages in the first instance.

A blueprint and map of how to solve local and global problems concerned with deforestation, CO2 emissions, climate change, ecotourism, ecosystem conservation and restoration, social, economic and cultural exchange and education.

This will be of immediate benefit for the Philippines and collaborating Governments and agencies in the fight against the illegal deforestation, the ecotourism sector, academia, nature conservation and environmental activists, NGOs, impact and ESG finance professionals, and many more.

This proposal seeks to provide a new model and action research as a feasibility study to help actions on the ground in Palawan, with collaborators PNNI, and stakeholders in the Save Palawan Movement.

Changemakers such as PNNI with the support of this proposal project, will be able to have additional resources and support for their existing projects.

This proposal is about creating a system, and proof of impact NFT collection that can help PNNI and other stakeholders with additional resources to achieve a range of goals they have across their range of projects, which includes conservation activities, enforcement of environmental law to protect the forest, land and marine habitats from illegal and destructive activities that impact traditional and sustainable livelihoods.

  [RESOURCES] Who is in the project team and what are their roles?

The Palawan NGO Network Inc. (PNNI) was organized in November 1991 by mainstream Non-Government Organizations (NGOs) and People's Organization (POs) in Palawan with the motivation of presenting a broader NGO consensus that would carry more weight in the policy making process in various local government units in the province.

With its creation, NGOs hope to maximize the impact of their respective programs through consultation and coordination with one another. PNNI believes that by uniting the NGOs and POs towards a common pursuit, it can strongly influence the direction of development for Palawan. Since then, PNNI has actively involved itself in numerous provincial concerns.

Atty. Bobby Chan is a product of the Ateneo de Manila University. He finished his law degree, Juris Doctor, in 1994 in the Ateneo School of Law and immediately pursued an internship program with the Ateneo Human Rights Center, for which he was assigned to environmental law practice in Palawan. He initially worked as a Legal Staff of the Environmental Legal Assistance Center and eventually was asked to head the Palawan NGO Network Incorporated as its Executive Director in 2009 up to the present.

He is sometimes called the chainsaw man of Palawan owing to his more than 700 confiscated chainsaws custodied in his office, along with several dynamite fishing boats and mining equipment. But Bobby wants to be known as an advocate of Deeds and not Words which most environmentalists have a tendency to interchange.

The cost of supporting the feasibility study and intiatives carried out by Streets of ADA in partnership with on the ground pilot partners, for instance the Palawan NGO Network Inc (PNNI), represents a unique and impactful investment within the Cardano ecosystem for several reasons:

• Addressing Governance Gaps: In areas where authorities might be ineffective or corrupt, PNNI and the Save Palawan Movement steps in to fill the void. This impact can be further supported in innovative ways thanks to the tools available in the Cardano ecosystem around transparency of impact data and track and trace of funds, and DAO incentivised impact evaluation from the local community, as well as acoustics technology powered by Google, and AI from Rainforest Connection (RFCx).

• Innovative Approach: The project takes an innovative approach by utilizing lesser-known legal avenues (like citizen's arrest laws) and community support to combat environmental degradation. By matching this with Cardano's technological innovation, and an impact driven community, we have an organic grassroots community becoming users of the tools that will help drive positive change on the ground.

• Tangible Environmental Impact: PNNI's actions directly contribute to tangible results and this will be made possible and accessible thanks to Cardano's tools and Streets of ADA

• Partnerships and Innovative Fundraising: Collaborations with the likes of Streets of ADA for fundraising and the development of Art as Activism Proof of Impact NFTs indicate diverse and innovative approaches to raising funds and support, something not widespread in the giving sector, the Cardano ecosystem nor in Palawan, the Philippines.

• Long-term Sustainability: Supporting PNNI fosters sustainability by protecting Palawan's environment and helps connect the Cardano community to measurable positive impact that can be learned from and emulated elsewhere in other regions and localities thanks to the feasibility study learnings.
